I would call this an OS. I'm usually a Small and I'm only around 5 foot 5 but with some nice heels on I feel like I can carry it off. The dress overall is very roomy and flexible. The 80's style sweater top area it is supposed have a mellow fit where the waist width actually seems low to allow the billowing at the mid section to occur. The place to pay most attention to when looking at measurements is the waist width at relaxed and full stretch as well as the skirt length. The rest is fairly open to interpretation.
